Returned to whence he came on September 21, 2013 in Victoria, leaving behind Alice a loved and courageous wife of 53 years. Also surviving are his sister Joan Colman of Oakville, ON; Heather, David and Ian his niece and nephews. Born in Newcastle, AB to Alice and Arnold McLaggan in 1926, he graduated from Mount Allison University in 1948 with a B.A. in economics and a Finance and Commerce Certificate, and received an M. Comm from the University of Toronto in 1950. He spent the year 1953-54 at the London School of Economics on a Lord Beaverbrook Overseas Scholarship. After 20 years with CIL, he joined the Public Service of Canada in the Dept. of Industry where he held a number of management positions in the Textile and Clothing Branch retiring in 1991 with 21 years service. He was a proud Kiwanian and was elected to the presidency of both the Kiwanis Club of Sage of Ottawa and of Downtown Victoria. He was also a Liberal in the true sense of the term and was actively engaged in Montreal, Ottawa West and Victoria. Friends wishing to remember him are requested to make a donation to the J. William McLaggan Scholarship Fund at Mount Allison, Sackville, NB or to their favorite charity. As cremation has already occurred there will be no service.
